Brandon Wilsey is an Associate in Watt Tieder’s McLean, Virginia office. He focuses his practice on government contracts and construction. Brandon brings a wealth of experience related to government matters and litigation to support his clients. Brandon has successfully represented numerous contractors before federal tribunals, including federal courts and U.S. boards of contract appeals. Brandon’s experience includes litigation in complex trials with values exceeding $180 million. He also represents contractors in high-value bid protests before the United States Government Accountability Office (GAO) and U.S. Court of Federal Claims.

Before joining Watt Tieder, Brandon served as a Judge Advocate in the United States Marine Corps for nine years, where he litigated and was lead counsel on multiple jury and bench trials as a prosecutor, defense counsel, and counsel for victims of serious crimes. In his last tour, Brandon served as an administrative law attorney at the Pentagon, where he advised flag officers, senior military, and government officials on high profile personnel matters. Brandon is the recipient of numerous awards recognizing his legal ability, including an Impact Award from the Commandant of the Marine Corps in 2022 for implementing a global litigation management system, and the 2019 Krulak Award for innovative writing. Brandon continues to serve as a Judge Advocate in the Marine Corps Reserves and holds the rank of Major (O-4).

Representative Cases

  • Counsel on post-award bid protest at GAO arising from Multiple Award Task Order Contract (MATOC) for construction and renovation of VA facilities. Resulted in corrective action and award of contract to Service-Disabled Veteran-Owned Small Business client (October 2024).
  • Counsel at three-week trial in federal court arising from $180 Million in dispute for design and construction of a chemical processing facility on Radford Army Ammunition Plant. BAE Systems, Ordnance Systems, Inc. v. Fluor Federal Solutions, LLC, No. 20-587 (WDVA) (February 2024).
  • Counsel on post-award bid protest at COFC arising from $320 million award for Federal Emergency Management Agency (FEMA) support services (December 2023).
